Tribal Empowerment Network
The Tribal Empowerment Network is an initiative connecting professionals in Gujarat and elsewhere engaged in the sustainable and holistic development of the tribal communities. Through the Network, members can tap into the knowledge and experience of their peers, making their individual and collective efforts more effective. It is facilitated by the Tribal Research and Resource Centre of the Gujarat Institute of Development Research, Ahmedabad, and supported by the Tribal Development Department, Government of Gujarat.
The Network is designed to support the development of tribal communities, including the implementation of the Chief Minister’s Ten-Point Programme - a large outcome-driven convergence initiative of the Government of Gujarat that seeks to double the income of tribal households. In addition, it addresses the broader challenges facing professionals across India to foster mainstreaming of tribal communities and improve their quality of living.
Issues to be Covered by the Tribal Empowerment Network
The Tribal Empowerment Network will deal with issues related to economic growth, livelihoods, infrastructure, administration, advocacy, service delivery and improvement in the quality of life in tribal areas. Main topics would include the following:
- Planning and Implementation issues of Chief Minister’s Ten-Point Programme, viz. project development, execution, service delivery, capacity building and other aspects
- Policies and provisions for tribal communities – examining their relevance in the context of mainstreaming, and leveraging various laws and Forest Rights Act, 2006 in a manner that protects the interests of tribal communities and conserves forests
- Governance and administration – promoting responsiveness, effectiveness and efficiency
- Economic growth – poverty reduction strategies; access to financial services; infrastructure development; productivity of natural resources and agro-based activities
- Role of private sector in tribal areas to promote livelihood opportunities, particularly in farm and dairy-based activities and in the service sector
- Service Delivery and Quality of life – access to health services; quality education; potable water, electricity, efficient delivery systems aided by information technology
- Gender concerns, and a framework to ensure equitable development benefits

Joining the Network
You should join this Network if you are a professional concerned with tribal development issues from a local, State or Union government, private sector, research or academic institution, NGO, or other organizations, including those engaged in the implementation of the Chief Minister’s Ten-Point Programme for Tribal Development in Gujarat. Members come from a range of organizations and professions:
- Field workers from government and NGOs active in tribal areas; technology and other service providers
- Planners and policy makers
- Researchers and academicians
- Members of civil society groups
- Entrepreneurs and other professionals working in the private sector interested in tribal people or regions; and professionals working for financial institutions
